Toomey Nelson was a drug addict, acquaintance of Kat Miller, and killer of Skill Jones, a high school student, who was also involved in drugs, like Toomey. He would lose control and kill Skill by shooting him to death when Skill told him he was done dealing because he finally saw the path he was going through would have resulted in him ending up as a broken, worthless soul, like Toomey, which Toomey took extreme offence to.
