Joe Mueller is a police officer who would be first introduced into this episode, Hoodrats as the cop who wrote up Nash Simpson, who would be later murdered for a ticket. He would be seen later in the season finale, Shattered. It turned out that he was part of a conspiracy to hide evidence in the murder of fifteen year old Wanda Johnson who was shot to death and her body being dumped in 1993. The Deputy Commissioner, Patrick Doherty was also part of the conspiracy, because his son, Matt, was Wanda’s killer, along with his then best friend, Ronnie Tavares.
